His plans for advancement run into a snag, when he is asked to watch over the boss' ditsy, impulsive 17 year-old daughter Scarlett on her European vacation. Unsurprisingly, she almost immediately gets into trouble of the worst kind by slipping across the border to East Germany, to marry the violently anti-Yankee Communist Otto.
